You can send One-Way and Two-Way SMS in Taiwan.
However, you can't send MMS messages.

All sender IDs will be replaced with a shared long code and content requires to be whitelisted before sending.

Whitelisting SMS Requirements
SMS content must display the sender’s brand or company name at the very start of the message body and be included in the message content. Examples:
[BRAND] Your message text... [BRAND]

Registration requirement:
Alpha Tag (11 characters max with no spaces and special characters)
Brand-specific’s full URL and URL shortener
Phone Numbers
Company Name
Company Registration Number
Company Website
Type of Traffic
Message Content
A copy of the Company Business Registration Certificate
A copy of the Passport of the Company Legal Representative
Whitelisting Required: Any phone numbers included in the message content must be whitelisted.
Brand-Specific URLs: All brand-specific full URLs and shortened URLs must be whitelisted.
