Limitations and compliance for 10DLCs

Understand the messaging limits and rules you need to follow when using a 10DLC.

Updated yesterday

Daily message limits

Your messaging speed and daily limits depend on the TrustScore you receive when you register. A higher TrustScore gives you better throughput, while a lower score will cap how many messages you can send.

Make sure you provide clear and accurate information during registration to get the best possible score.

Mixed use cases

If you use a campaign for different types of messages, like marketing and customer support, you’ll likely get a lower TrustScore. Mixed-use campaigns are seen as higher risk.

It’s better to keep each campaign focused on one clear purpose to help with approval and throughput.

Special use cases

Some types of messaging need extra approval. These include:

  • Financial services

  • Gambling or sweepstakes

  • Political campaigns

  • Charitable fundraising

  • Emergency services

These campaigns might cost more and take longer to approve.

Compliance requirements

When setting up and using your 10DLC, you must:

  • Provide correct information about your brand and campaign.

  • Clearly explain how people opt in to receive your messages.

  • Share sample messages that match your real use.

  • Follow all mobile carrier rules and local laws.

If you don’t follow the compliance rules, your campaign could be rejected, restricted, or suspended.

Charitable Donation Messaging

Charitable donation campaigns should be registered as a Donations Campaign with either 10dlc or shortcode.

Eligibility for Donation Messaging

Donations are permitted only if the sender is:

  • A political organization

  • A tax-exempt charity organization under IRS code 501(c)(3)

Guidelines for Sending Donation Messages

  1. Message Content

    • Eligible organizations may request donations in the message body.

    • A URL link to a donation page can be included.

  2. Data Usage Restrictions

    • Only the organization directly involved in the donation campaign may use the mobile subscriber data (contacts).

    • Sharing subscriber data between organizations is prohibited.

  3. Types of Donations

    • Monetary donations (e.g., direct financial contributions).

    • Physical donations (e.g., clothing, supplies).

  4. Verification Requirements

    • Political organizations or organizations with a verified campaign token may request donations.

    • Tax-exempt charities must be classified as 501(c)(3) and provide an IRS determination letter confirming their status. This document should be attached to the campaign registration.

    • Churches are automatically considered 501(c)(3) organizations under U.S. law.
