Taiwan Message Content Regulations - Effective November 15, 2024

The Taiwan regulator NCC has introduced new requirements for messages containing URLs and phone numbers. This is to prevent fraudulent links from being sent via SMS. This block has been initiated by the Taiwan Police. To ensure compliance, please review the following guidelines:

  1. URL Requirements
  • Shared/Public URL Shorteners: All shared/public URL shorteners (e.g., bitly.com, tinyurl.com, tiny.cc) are now blocked.
    • Action: If your messages include a shared/public URL shortener, we recommend replacing it with a brand-specific URL to avoid message blocking.
  • Brand-Specific URLs: All brand-specific full URLs and shortened URLs must be whitelisted.
  1. Phone Numbers in Message Content
  • Whitelisting Required: Any phone numbers included in the message content must be whitelisted. Whitelisting is also required for the following networks:

Chunghwa, FET and Taiwan Mobile

OTP message with URL embedded

OTP message with OTP code and URL (if OTP code is pure numeric numbers, then whitelisting is not required)

  1. Brand-specific’s full URL and URL shortener
  2. Phone Numbers
  3. Company Name
  4. Company Registration Number
  5. Company Website
  6. Company Mainline
  7. Type of Traffic
  8. Message Content
