You can have an unlimited number of inbound rules, however only 5 matching rules will trigger. If you want to create a large number of inbound rules, make sure you make the rules as specific as you can e.g. "For a specific dedicated number" or "message starts with".
If you're using Zapier and want to create multiple Zaps with an inbound SMS trigger, after you enable the Zap an inbound SMS rule will be created automatically here: https://dashboard.clicksend.com/#/sms/settings/inbound-sms
You can then edit each rule and assign is to a specific dedicated number.
